How do you modify the Officer Training School upgrades?
I went into DefaultGameCore.ini and I thought I edited the right section:

However, I started up a new game, and when I unlocked the OTS my changes were not there. What did I do wrong? I wanted to edit the Iron Will promotion and the New Guy promotion.

Did you remember to prevent XCOM from dialing home? XCOM had "dial home" function, where it calls Firaxis servers and repairs whatever ini changes have been done.

Before anyone says it's to prevent modders, no. It's to prevent cheating in multiplayer.

Based on other mods I have played steam will fix files that you mod when connected to the internet. I am guessing that steam reverted it back to the original settings. To test this re-edit what you want, restart steam in offline mode and then launch the game. Pick easy or normal since you get the officer training school right off the bat to see if this helps.

I tried what you suggested. The first time I restarted I went into the game to find that my changes hadn't taken effect. Then when I check the folder I saw that DefaultGameCore.ini had been removed completely!

I put back in my modified version, started up XCOM again, and this time even though DefaultGameCore.ini wasn't deleted entirely, and I wasn't connected to the internet, the changes I made still did not take effect...

If you;re still having trouble you might have better luck using the ToolBoks mod (http://xcom.nexusmods.com/mods/79/?tab=2&navtag=%2Fajax%2Fmodfiles%2F%3Fid%3D79&pUp=1 ) It has a custom mod tool built into it that allows you to create and install custom mods quickly and easily and should help you work around the issue.

(I tried implementing your mod using the custom mod part of ToolBoks and it worked without issue.)
