Nah, it's an expansion. The devs even refer to it as such.
And the difference is?
do you actually think they will put so high price for a DLC.

It IS DLC
But an EXPANSION is a much better descriptive term for this content
Pretty much, kinda like.... a package and a bunch of packages being a shipment..... I guess. That's what I'm getting from one of the replies yet another one saying a 'shipment arent packages'

For a new release, this might be the lowest discount they'll ever do... though it is also possible that it can go much lower.
You do realize this expansion pack and civilization's BNW expansion pack is sold in stores as an expansion pack? They're listed as DLC on steam for simplicity sake.
I feel I ought to say something. To me, they're the same thing when it comes to purchasing something online that you download. DLC is an ambiguous term, and anything you buy on Steam that isn't a stand-alone game is labeled as DLC (check the store page for EW, it's got "DLC" plastered on the corner). It's kind of splitting hairs, and if you feel a need to do that, have fun. I'd rather spend my precious free time playing games. :)

Crux, I could in theory buy it right now, regardless of price. I want to know: a) if it's worth buying in the first place; b) if it's worth buying at the price they've listed it. Based on all of the answers given so far, I've established it's worth it to buy at all, and it would be a better use of my money to get it on sale. I don't know about your life situation, but I don't have millions of dollars, and I have a family to feed. I don't buy anything at full price if I don't have to. If you can do that, more power to you.
Granted if you haven't played the base game you probably haven't had time to get tired of "Ionic Column Library Terror Mission" and "Diner Abduction" and "That one UFO crash with a truck"
You can play the expansion directly.
As far as I've seen, the main story remains the same.
This expansion (or DLC) adds new content witch expands (greatly) the campaign, but just that.
At the essence, it's a civilization expansion.
