Psi testing - should I wait?
Is there an advantage to waiting and leveling up a soldior before submitting him for testing?

Nope - there's a severe disadvantage.

1. You won't know who is and isn't PSI capable until they're high enough rank that its painful to dismiss them (if, like me you tend to keep more soldiers than you need until you can field a PSI squad or two).

2. You lose out in PSI XP that can be gainded during missions to increase the number of PSI abilities they have.

The chance of a soldier being psionic is random and is not affected by his rank (Will *does* seem to increase the chance but even a maxed out Will won't guarantee a positive result).
The first person you psy test always succeeds so if you have someone you know you want to bring to the final mission test them alone first. Then test everyone else from highest to lowest level. Maxed psi ability makes the game a cakewalk. Automatic 5 damage at huge range, mind control and that +40 defense aura are all gamebreaking. Even if your psycic is a low level the first psycic move they get lets them one shot sectoids, floaters and thin men so you can quickly level them up once they test postitve.

unless you use the Second Wave option where psionics is very rare, then there are chances where the first testees might provide negative results,

also, to the OP, be warned, Psi testing takes 10 days...

What happens if there is an engagement where you think you'll really need them and pull them out of testing early? Are you able to submit them for testing again?

Well that was sorta my question. Raising rank rasises will,so maybe its better to wait...?

A soldier will have a higher % to be psionic if you wait.

But its way easier to test 3 rookies at a time and then dismiss the failures and start ranking up the ones that succeed.

@Ratlegion, yes, but the testing will take the full 10 days again instead of picking up where you left off.
