Yes that's a 4 HP heavy colonel.

I'm also fairly sure he started with 75+ aim.

Meanwhile Zhang is a Major with 11 health..

The ammount of HP that a Soldier starts with is locked to the difficulty the game is on when they arrive. Not purchased the diffulty of when they are purchased. Although Soldiers purchase on impossible will cost more. It's possible to change the difficulty for the arrival of soldiers and get base 6 hp start soldiers in an otherwise impossible game. I know that the purist won't like this but, it's something to consider if you want your guys to have a better shot at surviving missions.

I think Zhang is hard coded to start with 10 hp. So i don't think this is a fair comparision.

Well, I had an assault colonel with 90+ aim, 80+ will, low profile, will to survive, lightning reflexes, resilliance, tactical sense, and extra conditioning. I don't recall what the health and movement values were, though. I want to say she have 8 or 9 base health, but I'm not sure. Did test positive for Psi. She was tough as hell.

I also had a Zhang with 120+ will and 100+ aim, genader, deep pockets, and mayhem. 6 alien grenades with, what, 8 or 9 damage each a mission was fun...

NCE is the only way I play. I regularly dismiss recruits who do not have an aim of 70 at least. Uber heavys with high aim into a MEC. Yummy.

I got this "Beast". He is so hardcore. Played with both "hidden potential" and "not Not Created Equally.

No idea, this is the first time getting these gimps, they all started well (not created equally) then turned out like that lol..

Whats the most OP character I can think of? A sniper col. with 120+ aim, 100+ will, whatever the highest base health and movement you can get with NCE and HP are. With squadsight, opprtunist, sentinal, bullet swarm, and ITZ or double tap. Your killing potential would only really be limited by your ammo.
And btw, I've already gotten an ITZ sniper that had bullet swarm, it allows you to take a shot at an enemy in cover, and then if your next shot kills a flanked or out of cover enemy, ITZ activates. Its badass.

Got a 121 Aim Sniper once, and a 126 Will Psi Soldier in the same game. And I've had 12 base HP soldiers as well. Hidden Potenital and Not Created Equally can make games hilarious.

Not Created Equally - Rookies will have random starting stats.

Range of Will: 25~59 (normal 40), values will vary by increments of 2 to the lower 25 limit.
Range of Aim: 50~80 (normal 65), varies in increments of +5. Note that this is one way to make the Heavy class more useful in the endgame, at the expense of having to hire, screen and fire a lot of soldiers after getting the OTS New Guy perk.
Range of Movement: 11~14 (normally 12), 1/3 chance of getting 11, 1/3 chance for 12, 1/6 chance for 13, 1/6 chance for 14 movement.
All soldiers will have the same Health Points, value is defined by the difficulty level.

Hidden Potential - As a Soldier is promoted, their stats will increase randomly.

HP: Heavy has 60% chance per level of +1 HP, all other classes have 50%.
Will: same increase as without Hidden Potential (variable between 2 to 6). With OTS's Iron Will, all classes can gain up to 12 Will per rank.
Aim score raises depend on the soldier's class:
Sniper: 3-9
Support: 2-6
Assault: 1-5
Heavy: 0-2
Movement: Heavy has 10% chance of +1 move, all other classes have 20% per rank gained.
These values are taken from Nexusmods wiki

Training Roulette combined with those two make for some weird characters.

If you use that thing second wave options that randomize stats gained every level up, these 2 options can make you a sniper with 125 aim BEFORE scope, take your snipers to the sky, squadsight and you can negate every cover the enemies have. Maybe not those elite muton in full cover.

I often want my heavy to be a psychic, they'll do more good that way, high aim for a heavy is not my playstyle

I just finished a game like this with two snipers between 110-130 aim roughly. It was fantastic to give them both archangel armor with 12 fuel and a scope. Full cover enemies were getting annihilated.
