Basic armor adds +1 health, it will heal all but that +1.
Ghost armor adds +6 health, so it will not heal those six health points.
It should have just said "up to their maximum base HP".
In case you were wondering, it's extremely useful.
in the stats screen your health is displayed as a number plus another value - Basic armor/kevlar gives you one bonus health by default.
You can regenerate anything up until you get into the 'bonus' health offered by armor/chitin plating/T-shirts/rebreathers.
Of course this also means you're going to take a trip to medical for injuries, but adaptive bone marrow cuts that down too.
Your soldiers base HP virtually always get one shot once your reach the endgame.
Completely agree with this, in the late game the upgrade is pretty much worthless as it is even more important to get mobility and first strike capability.
But yeah, the regen effect is of much less use later in the game.
