No workshop/ laboratoryin Enemy Within?

Hey, I'm still at the beginning, but I can't build a workshop nor laboratory. I can build those cybernetics and genetics facilities one time, but that's it. Is that a bug or just the beginning?

I believe you need 10 scientists or engineers to build your first lab/workshop. It likely goes up as you build more.

I don't think you can build own until you choose engineers or scientists for a mission.

Its not 10. (I know becuse i could build a workshop with 9 engineers).

I belive workshops are unlocked when you get your first engineers (Beyond the ones you start with) and labs when you get your first scientists (be it from a mission or a council report or whatever).
