Well I would say play Unknown first and then do Within on your second playthrough, will allow your second playthrough to have some new goodies for you to discover and means you will only have the learn the unknown mechanics and not everything at the same time, which I could imagine would get somewhat overwhelming to a new player.
Storywise, they are identical to one another, but EW adds in the extra stuff for the expansion as well.
Not necesarry ..since they are basically the same game ...EW just gives you more options and expands your experience.
So, then I should just play EW then?
I would since it gives you more to do..more maps ..more game concept..more enemies. Why pick the lesser experience...if its the same story. The only reason not to would be if all the concepts overwelm you and you want a simpler experience first.

I would go with Drunk N' Deadlys advice, it will a be a lot to learn right off the bat. Play at least for a bit with EU (Don't have to finish the game if you don't want.) then go with Enemy Within so you know all the older stuff and just have to learn what's new on top of that.

But, what about the fact that it is the same story? Am I just playing EU to learn the mechanics, something that I cannot really grasp in EW?

To say the game has a story is a bit much, it has framework for the setting of what you're doing, I wouldn't really call it a full on plot. EU has a fair amount for you to learn, EW will add more to that, if you're fine with that, then boot up EW :)
Play easy mode Enemy Within. Have fun, follow the story as it is. If you make a mistake no biggie, its not Ironman.
Just go straight to EW... there's nothing in EU that you'll need to master or understand that you won't be able to learn in EW
I don't have EW, but my advice would be to play the tutorial (if there is one) through maybe the first month, then restart the game w/o the tutorial. In EU the tutorial restricted you from a few early choices but was good to get the mechanics of the game in both strategic and tactical modes.

Except how to control panic, basic tactics with the basic equipment...
So, at least starting in EU makes sense as there is a lot of new stuff to learn on top of the old one. And both at the same time can become quite a lot to grasp.
If you are new to turn based strategy games I would recommend EU first. If you are a veteran then go right for EW. Just remember that Classic and Ironman can be quite unforgiving. This game is meant to kick you when you are down and it doesn't disappoint.
Xcom Enemy Within is a pretty big expansion pack. For steam you need both things. But play both when u can...it honestly doesnt matter.
