Look this: http://xcom.nexusmods.com/ . There you can find mod tools. But you need new one for the game with dlc.

Things are a *little* different now, for example now you'll be checking in the EW folder inside your XCOM directory, but it's still a very useful thread. That resourcehacker tool is pretty awesome.
Sadly, it's probably only a minor deterrent. I'm sure someone will find a way to bypass it. :\
Once you get used to it, the more simple changes are pretty straightforward. The more complicated changes (Ala "Long War Mod") we'll have to wait breathlessly for.
1) Start Menu > Right click on Notepad, select "Run as Administrator"
2) Find the file %systemroot%\system32\drivers\etc\hosts -- It has no .suffix. If it doesn't exist, you may create it. Also, %systemroot% on my system is C:\Windows, but it may vary.
3) Open the file's properties. Uncheck "read-only" if it is checked.
4) Add these three lines to the file:
# Prevent XCOM Phone Home
127.0.0.1 prod.xcom.firaxis.com
127.0.0.1 65.118.245.165
5) Save the file. Make sure you don't add a ".txt" or other suffix to the file.
