Report a translation problem
For me the folder is here “C:\Program Files (x86)\Steam\steamapps\common\XCom-Enemy-Unknown\Binaries\Win32” but easier way to get to it is to your steam library right click on XCOM: Enemy Unknown then select Properties then go to Installed Files then click on Browse and it will take you to where you game is installed.

Considering this have almost a month, probably not
Installation problem.
No vcredist or DirectX 9 is getting installed anymore, which was always being installed at first game start.
But that's just an observation, no tip to fix it

For vceredist, Google "Visual C++ Redistributable Runtimes All-in-One". There is a link to a zipped installable from this month on techpowerup dot com.
This is likely all because of Microsoft 11's lack of backwards compatibility, nothing from Steam or 2k..
