I only had a few soldiers qualify as Psi, and the best of them was Zhang, the unique DLC hero from EU.
(There was Annette, but she only joined XCOM because she wanted to get revenge on aliens. Can't have a person using our organization for a personal vendetta have all the glory. Maybe next time...)

So I chose him to be my Volunteer. And the more I thought about it, the more I feel that choosing him actually makes his simple one-mission story feel much deeper than it is. He only appears in a single mission as story asset, but his mannerisms are much more unique throughout the game as a result. He's the one guy running around without a helmet, the person with enough scars to know he's been around the streets. He doesn't have to be out there, fighting aliens. He could have just accepted that war is money and sold that alien technology.

Instead, he put humanity first and became the hero who saved Earth.

tl;dr. As low on the dialogue this game is, especially for squad members, you build a connection with them, and then you build stories for them, and then you watch them become heroes ;_;

fun fact: zhang has a unique voice clip when he throws your allies out of the overseer's room before his sacrifice, the dev tem was well aware that chilong would be good volunteer material.
