My sniper happens to 420-quickscope mutons all the damn time now. Put him on the edge of cover, and if an enemy appears on the right side of cover while he's on overwatch, he'll be facing the wrong way and the bullet will go through him, into the alien.

I'm not here to argue but I can explain why you get hit even though you reloaded 20 times. The reason is that even though XCOM might say you have a 10% chance of hitting, the outcome is already decided during that turn before the enemy even fires. That means that the game decided that during this turn, he WILL hit no matter what, and the animation is just a formality. This is why reloading the game doesn't help. Same goes for when you are shooting. If you miss and reload the game during that turn, the same thing will occur. So try to do another action before firing, such as moving, to force the game to re-decide the outcome and you have a chance to hit or dodge.
well i have been playing turn-based gams from table top to mega pc i have never heard of save scumming. but i reload the last save sometimes and i do just fine this numbers preset thing what? i lost 3 tropps in 2 turns (new mech walker thing) and reloaded lose non and i even used the same cover
RNG is RNG, play a different game.

But hey, at least this game isn't as much of a broken piece of ♥♥♥♥ as XCOM UFO Defense... where your own guys can friendly fire by accident if they miss!
Which reminds me almost every single noob that rage about hit chance in this game always says that in UFO Enemy Unknown(europe)/XCOM: Ufo Defense(NA) you never miss at point blank range. Yeah seriously i think they played some other game since still to this day I remeber how many times soldiers could miss a freaking chryssalid in bad breath range in the original game.
As to the percentages, the graphics may be static (they are not really as you do see aliens move behind cover) but of course it representts continuous movement. So when you get hit behind full cover it was at the time you peeked out to take a shot. It is simply an issue of a turn based system trying to get close to reality. You can think of one shot the result of several. Actually staying behind cover is more like the Hunker Down mechanic.
This game is about risk management and preparing for the worst. It can be very frustrating but the upside is the fun you get when it all works out.
When selecting an alien you can also select the '?' to see its abilities etc.
It's worse in the Long War mod where 140% chance to hit on aliens is not unusual later in the game. But then you have to try other tricks such as smoke, ranging etc to pull it off as well as having the right gear and abilities to take a hit or two.
Finally you may come across weird Line Of Sight issues but once you know how this works it does make sense (such as having to be able to step out behind full cover to fire and therefore see the alien)
Stick with it, it is a brilliant game in my opinion even if it makes you want to throw your computer out of the window sometimes.
140% chance to hit? Surely once it is 100% you will always hit no matter what? Do you mean the base percentage is 140 and environment/location etc will modify it accordingly?
