What eventually worked for me was to just keep launching it repeatedly in steam. Finally one time something different happened. I can only assume that it was trying to contact some sort of a verification server somewhere and that kept failing. So the Executable was never updated on most of those tries.
Eventually it said something about a runtime and Direct X. And after that showed up it launched not much time later and now it no longer says the updating executable when I attempt to launch it and it just launches straight away. Now mind you I tried launching the game probably at least 20-30 times or maybe more before the executable was actually updated.
So I'm thinking maybe those it works for have just gotten lucky with the server the update was trying to reach. Anyway, might be worth a shot to try a bunch of times for others to see if you hit the roulette wheel of getting it updated. Seems like once it DOES update you won't have any more issues.
