How do you get satellite uplink and workshop before end of month 1? for harder difficulties?

How do you get satellite uplink and workshop before month 1?

I run into trouble because you get 4 engineers in abductions. That's 9. Then you have to build a work shop but you run power issues and money issues (unless you get a unique event or council mission).

Also how does days work. Does it round up or down by hours and minutes (within the game)? Say you have satellite 20 days (as it is)? And the Council report is in 20 days. But you did the satellite project first at the earlier hour. It seems like they just trigger together and you don't get to launch them before the council report. I guess I'll just have to do it a day earlier.
