Game works fine for me!
i am seeing alot of posts about the game failing to load... im running an Asus TUF F17 with Win11 Pro and XCOM runs great without any negative issues... game saves just fine... nothing triggers unexpected glitches... seems OK... what OS and hardware are people running

Windows 10 pro, RTX 4070TI, I7 newest generation. Game dont even open. It have nothing to do with hardware, just because it worked for a little amount of people like you, it doesnt mean its people hardware fault

OP simply asked what OS and hardware people are running. It's actually a good idea to compile this information to help figure out what the common denominator is.

did you really have to post the monitor your using and if you have an optical disk drive? lmao.
This seems to be an entirely random bug. The game was running on my computer just last night, but I uninstalled it briefly to see if I could reproduce the issue, and what do you know? Same bug. Executable tries to run, closes. What typically will happen (when it works) is steam will start the executable and check for both VC 2010 runtimes (as in being installed by the game itself even if you already installed it prior). Then it installs Directx9 (even if you already have it installed). Why both Civ 5 and XCOM are having issues is actually quite shocking, but I believe it has something to do with Steam unfortunately. I have also noticed an issue with network reset- from command line, and switching to Private or Public under wireless properties seems to randomly fix the application not working at all. As in, I have actually tested multiple times and found that XCOM will launch its selection menu for either Enemy Unknown or Enemy Within in a small window AFTER a network reset. I have also used Display Driver Uninstaller just to double-check if this is a GPU related issue, but I have yet to find anything producing a consistent solution. Totally random Steam application issue or DRM related. I don't think anyone knows except 2K or Valve to be honest.

It has absolutely nothing to do with hardware.
It appears to be a drm problem with the game executables not having the proper file rights for steam to access/run or not being able to find some missing dll files.
You can see that in the Steam Console error after running the game when it fails.

Press Windows Key + R to open the Run dialog box.
Type steam://open/console and press Enter.
Run the game from Steam and check the console log.

If you replace the binaries files with ones from another installation that was working then the game will run without any errors anymore.
You can also try altering the files (executables found in the binaries) access rights and give all permissions to it, some people have fixed it that way.
