HEAT Warheads: Robotic enemies take 50% of the explosive's base damage in additional damage. Minimum +2 extra damage.
Laser Rifle + Ranger + Shredder by another soldier( or by himself) = MIN 7 DMG
Rocket Launcher + Ranger + Shredder by another soldier( or by himself) = MIN 7 DMG
Rocket Launcher + HEAT Warheads (unable to stack with Shredder) = ♥♥♥♥♥♥♥ MIN 6 DMG
Mechtoid would reduce damage from them.
So, it is crystal clear which is superior. ♥♥♥♥♥♥♥ HEAT Warheads perks.
HEAT warheads are for a rocketeer (ASSUMING YOU KEEP them up to TECH) so they can shredder rocket a pod of flyer robots (seekers/drones) which typically kills them if you are up to tech and not using a basic rocket launcher when you should be using a recoiless or guided fusion.
That said I generally don't USE a rocketeer. I'd spec my infantry for overwatch and use them, with a heavy Rifle and +1 Damage part.
Hits like a ton of bricks. the Rocketeer gets replaced by the MEC. who has a host of toys, a mine launcher with grenade support will be fine for clustered pods.
Especially if you can clean it up with in the zone. using explosives on easy to kill robots is just a way to get broke.
HEAT ammo on your gunner. Chem grenades on your engineer. CHEM > Shred. always CHEM unless its a cyberdisk and its flying and you can't CHEM. but against anything with Damage reduction use CHEM. I typically carry 6 CHEM into a mission 3 on the medic, 3 on the engineer.
It makes an astounding difference. WIth CHEM the thing takes like 10 hits. without CHEM it takes like 2.
