I use a mod that starts you off with 1 engineer, 1 scientist. So i'm pretty sure you can use the config files/ini. to add 40+ staff to start with.

Check your defautgamecore.ini,
(find this in steam/steamapps/common/X-Com-Enemy-Unknown/XComGame/Config)

You will find almost all the Sci, Tech & foundry stuff you are looking for
at the very bottom of the file.

Tho, to change your starting Sci/Eng, look to the middle of the file for Reasearch/Labs & Engineering/Workshop.

Enjoy.

Thats right.

You may have to play in Offline Mode, to stop steam from auto correcting your edited files.
There are a couple of other ways but that is the first & simplist place to start.

(I am also pretty new to this)

If the above does not work i think there may be a guide here in Steam guides.
Look for "Stop Steam/XCom from Dialing Home" or something along that line.

The NEXUS FORUM[www.nexusmods.com] is also a great source of modding/tweeking info.

You all seem to have overloooked all the threads on this. But XCOM is designed to be difficult to mod. Just changing the ini files doesn't work. You have to physically unpack the exe with resource hacker.

The Long War mod guys made it so you could edit their ini file.

---------

this was changed in XCOM 2 to be super mod friendly.

yeah if you just want to add staff, you can bind the hotkeys to add staff and use those with the keybindings.

just push the button, instant staff/alloys/credits. etc.
