Why I can't build a thermogenerator?

I have a power generator next to a steam vent, I have the 200 resources, but when I click on thermal generator to construct it, the game won't let me. It's grayed out. How can I build it?

If you lack some basic resource, like engineers or cash, it should show you a screen with the thermal generator, with the resources you lack shown in red. Having it totally greyed out sounds like you simply can't build in that room for some reason. What exactly that might be isn't clear without a screen shot. Maybe you lack some prerequisite tech?

Hmmm, I'm playing Long War ... haven't played vanilla in years ... but I think the basic mechanics of building a facility are the same. A specific lack should still show up as red text.

I imagine he's trying to build the thermo 'on top' of a steam vent, meaning the floor below the thermo location is the steam vent and he's trying to build it the floor above the steam vent, instead of on the tile with the steam vent.

but yeah just a guess. he's said nothing to imply that, could be anything which is why first poster requested a screenshot.

Out of frustration I used all my cash in other upgrades, I have to wait for the next Council report probably.

Thanks for trying to help, I'm going to put this details if it clears the problem:
-I may not have enough engineers for this task becauise my game is in early state, but I couldn't tell because I can't see how much engineers are needed when I select this construction from the list.
-I'm trying to build the thermo generator in the steam vent tile, but when I click it just starts excavating instead of giving me the option to build the thermogenerator there.

You have to excavate it first, an build it on top of the open space.

Ah, there's the problem. Every room that's empty needs to be excavated before it can be used for construction. Basically, they are only potential rooms until the earth occupying them has been removed.
