Can't build workshop to get more engineer, because i don't have enough engineers...

Like the titles suggest, i need more engineers, so i try to build a workshop, but in order to build another workshop i need more engineers (have 13, need 15)
ehmm... What to do?

PS: im new to XCOM

Check situation room. Find country that grants engineers at end of month. Launch satelite over that country - you will then be granted new staff at the end of each month :)

Warm tip :
Think carsfully when you launch a satelite or accepting a mission, don't just think about engineers. Think about the result.
