I'd only say to go with EU is you feel overwhelmed by EW's meld options.
Back to the heavy.
You mean you can't move them in the next turn? I thought that mission was meant to end with that rocket shot (it's been a long time since I played that one mission)?
I'm guessing you did, but just incase, did you shoot the rocket where the game said to?
Minor note. Once you get out the end of the tutorial, which ends not long into the game, and have seen the extra story it offers you would be best off quiting and starting a new game without it on (the meld tutorial doesn't have this effect) as to teach you anything it has to gimp your game.
Once off you don't "have" to loose all but one of your troops on that first mission.
Personally I like to have more than two places to pick from (and I'll still normally default to asia) and have the option (read: chance) to keep more than one person alive after that first mission.
Back to the real problem... Other than trying to validate game files to see if anything got lost in the download and seeing if you can finish the mission without having to move the heavy I think we're going to need some more (smarter) people in here.
While things may be a bit better in Enemy Within - I, personally, won't play either of these (more than once) with the tutorial turned on.
In both EU & EW the tutorial is only a short one (more-or-less limited to one tactical mission) ... and playing beyond that leaves one in the sort of "limbo" that one gets with other games that allow one to play beyond achieving the games specific goals.
XCOM 2 is an entirely different matter, as a portion of the story-line is only given during the opening of the tutorial, and that tutorial was written to last throughout the entire game ... should one care to play the game that way.
A soldier not being able to move at the beginning of a new turn is a form of a "map bug". Sometimes one can drop into such a bug by jumping off of a roof (or other high point), and other times using explosives can create such; the three (3) ways I know of to get out of one of these traps are:
