So if you don't want them, you can just skip this tech.

It just takes that long to do A MEC Rush
nothing to do with MELD. same month as prodgeny and Slingshot start making it a rather busy month.
making it very hard to do an alien base rush actually.
Howeve you can scan for them (iirc you should do so every 20 days) this pervents them from doing things to your research/stealing money/Causing terror
