Vanilla EW: How do I change New Economy's default funding range?

Messing around with some Second Wave options and I'm trying to figure how to change the highest and lowest funding values for New Economy (e.g. making the values vary from §200 to §300 for countries, rather than the normal range).

Does anyone know what file decides these values? I looked at DefaultGameCore.ini, but it's to my understanding that it only lets me change each country's hard funding value.

Anyone have any ideas?

nothing in the default game core changes anything unless you crack the .exe to make it look at the file.

there is a complicated way of doing things, but if you are looking for a simple edit to a text file, that doesn't work for vanilla.

Check out the Second wave option and check mark Hidden Potential and also try New Economy. You might need to start a new game.
