I started a long war playthrough, hopefully i dont see this again
IIRC 100% misses can happen due to a bug within the code, something to do with animation and projectile trajectory interfereing with the code which turns a 100% chance into something else. There is also a theory that 100% does not exist in this game it's actaully 99.9% rounded up, in which case there is a .01% to miss.
It is a stupidly rare bug though to the point I would say reloading a save and doing another action will mean you most likely won't see it ever again.
For reference, in over 800+ hours of EU/EW and Long War combined, Iv'e experienced this bug exactly once.
I've also not experienced it while playing Long War but the bug still exists and is well known.
doesn't happen in my games, maybe it happens with certain hardware loadouts of certain people.
maybe his game got corrupted. Not really going to speculate here, he's made it clear that guessing wrong is only going to be met with hostility.
I'm curious with what his issue is, but To Be Honest, as its never happened to me I can't really figure what I'd actually do to help.
I've noticed some display errors occasionally where it said the % was different than the actual % was, but going into more info it calculates correctly.
also if he is adjacent to a dropped thin man, he should have 100% chance to hit, unless he's like poisoned or something.
Or maybe something weird happened and he can't hit the thin man because the thin man is already dead, but somehow displayed as a target.
POint is wierd ♥♥♥♥ could be going on in his game. Not going to guess about anything. but if I was to guess, I'd Guess he managed to kill the thin man so hard it messed up the calculation and the game thinks the thin man can't be hit, but for some reason is ALSO still a valid target. making it unkillable.

If so I think I have the answer.
When shooting on overwatch your (guys) aim is less than if they were shooting normally. So a 100% chance to-hit when in your turn would still be less than then in the enemys turn.

TC as mentioned, without the perk 'opportunist' or the Mec perk uh...Advanced Fire control.
shots on overwatch have a -30% chance to hit penalty. they also can't crit.
so your 99% shot was 69% and I'll assume your 100% shots were around 70%.
