It's also far too sweaty because it's only the most meta of decks at the top. These decks are generally overpowered and will be next on the nerf list, so it becomes unfun just playing op deck vs op deck. You're not likely to see a random meme deck for example.
Some of this can be addressed, some not.
Improvements...
Shortening it would be easy to do. Maybe a best of 3 as an alternative. I think some people would be unhappy if conquest as it stands now was changed. I would be more interested in a faster paced best of 3 mode.
Also some decks hard counter other decks. It can suck to get in and find out your opponent is playing the perfect counter, then it's grinding for another ticket. I feel like a different format to grinding tickets would be preferable, but since they're shoving tickets in bundles now and trying to convince players it's something to be desired and a worthy replacement of tokens/gold/credits (it's not) then I can't see this changing.
As for the fact it's almost exclusively meta decks, there's very little you can do about that. The ladder has gone that way too.
Lastly the deck tracking, I think they should just bite the bullet and include this for everyone in conquest mode. This way it keeps mobile users on equal footing with PC players.
They could only introduce slightly better prizes. Although their goal is to sell expensive bundles, not to give people free prizes. :/

2. Take out toxic locations, especially 2-3 in a match in Gold and Infinite, Let the players play. Add new ones that help the format.
3. Minute you add a card or prize that you cannot get unless you win, It will become P2W. Since it offers F2P the same potential outcome, that is fine, have to offer better options than cosmetics to entice End Game players to stay in this format.
4. Tracker, I believe they sponsor with Untapped, but I could be wrong there. Its free anyway to use. I doubt they will add this.
5. Add different formats to the Conquest Mode-An Affiliation Mode-example of this is playing within the affiliations of the cards, that offer say a TEAM variant you can use in the future for this specific themed mode. An Avengers Team card, An Xmen team card, that has bonuses for using those characters. Be creative with the Conquest mode and not the same boring format and that is just ONE themed mode idea.
6. Take tickets out of resource intake. Let them earn it. Take them out of bundles to pay

You are also able to make 2 swaps and blind ban 2 cards from being playable. (said banned cards would need to be replaced from your deck if your opponent chooses said card though they wouldn't be made aware if you have said card(s) in your deck)
Each round you are able to ban 2 more cards and the game builds you a random deck again each round thereafter and the ban list builds upon itself and does not reset. (however you can't ban all same cost cards)
Make it a draft mode.
Right now, I'm not playing Conquest, I only have so much time in a day for SNAP and I spend that on the ladder, since it's more fun to me.
That whole "snap on turn one Proving Grounds" thread that's been here has already proven that people are petty about how invaluable their time is, and they want to hold other people hostage for as long as possible.
