Games are very different and both are worth a try if you got interested in either of them
A) copy LC completely
B) be worse
Not only is R.E.P.O not a copy of LC, it is also better. More content, more support from the dev, more playability.
repo offers its own gimmics however its gimmics, if you seek progression and proper upgrades and progression repo has u coverd and it has that goofier physics to it
but if you want a more down to earth you can only run to escape monster (hardly even hide) then lethal is better you cannot get powerful and theres plenty of unique to play around threats
lethal to me will always be the better quality product because despite the hate its at least taken by a dev who cares about his game and has always been sourced by passion where repo is made by some company trying to grab onto the hype train
I’ve seen and played very, very few games that legitimately came off as ripoffs. One being Mortal Shell.
That said, from what I’ve seen the only concept REPO shares with LC is that its loosely based around “RNG dungeon survival looter.” Thats a genre, not a cliche. It’d only be a ripoff if it blatantly tried to do everything LC does but with half the effort.

So, to answer your question, i would say it use the hype of this type of game ( team looter extract versus AI) that lethal made very popular, but it's not a ripoff. You have 2 different gameplay.
Some important info to know about multiplayer :
The game is way better with your friends, but good news is that, there is a server list, so you can play with anyone making a public game ! BUT, i would like to warn you that a LOT of servers have "an error as occured" as an error code, which is mostly (if not completly) because of people using mods while doing public servers, and that a fair amount have terrible names or will just kick you after asking you a question like "what's your favorite ice scream flavor" which i've experienced first hand.
(Please also note that some mods can be used by the host or player joining the host even if they themself do not use mods, which can potential ruin the experience, like god mod)
Not everything is pink, BUT, not everything is dark either, if you have friends that can afford the game, ask them to buy it with you and try it, it is a blast for me.
If not, you can try public, once you've found a lobby with cool people it is also very enjoyable. Do note that if you like to play with someone in the lobby you are playing, you can only had them via the escape menu, and click on the icon of the character head next to mic volume on the right of the screen, you won't see them in steam recent player list, so better add them then.
Some difference i find between repo and lethal:
Lethal Personally keep me more on edge and i found myself to still get scared even after playing this much, it has very good ambiance noise and is a nice horror game, while not being too scary to make us, scaredycat, not play the game, the true lethal experience is with the multiplayer, since it's when you have people screaming with the proxy chat that the game shine the most ! Meanwhile i haven't really been scared on Repo, i just had some stressfull moment, and fun moment of course.
Lethal doesn't have a physic, you interact with the item, it pick it up, you drop it, it drops at your feet, there is no way to lose value on item in lethal compare to Repo.
Letha doesn't have endgame progression, and has no perks either, so you can't improve your health or stamina limit for example, as long as you manage to get enough money you can buy everything the game has to offer.
You can fight back pretty easily in Repo, as you can upgrade your health, strenght tranq gun or just straight up pistol and shotgun, where Lethal only has "3" weapons, which is the shovel and it's varient*, the shotgun obtain from a certain enemy, which require skill to get and has limited shot with no way to get more ammo except killing the same enemy, and the knife, which can be obtained from a monster too. *You will find 2 item Yield sign and stop signs that act like the shovel, but weight more, which most of the time = you dying because you lack stamina.
Lethal fighting is VERY risky, but you can fight pretty well once you've learned the mechanic of the monster, but even then, even good player might die as there is no way to heal if you ever messed up (and some enemy straight up have instant kill attack, and they aren't unfair)
Edit : You also can't sell enemies you kill in lethal, unless you mod the game.
So now, some specific about moons/interior content :
Lethal has an outdoor and indoor function, outdoor doesn't have loot with 1 exception, the bee hive, dangerous and might not be worth, you can scan (right click) to see item price if close enough. You will also have specific outdoor enemy which you can't find indoor, and each of the enemy have their own way to play around with.
You will have to make your way from the ship, to the main entrance, you also have fire exit, which can spawn you at different parts of the indoor map i think only offense require you to use an item to get to, if you don't jump on the pipe on landing.
You will travel through the different moons, which have unique outdoor look, while the inside has only 3 possible biomes (facility, mineshaft, manor) with random generated interior, only the main entrance first room will be the same. With some change to the number of door available for facility and manor interior.
You have moons more difficult than other depending on the tier of the moons, which is from top (lowest danger) to bottom (higher danger) additionaly, you will have paid moon, which are even more dangerous but gives more loot, (every 3 moons the tiers goes up)
That is gonna be it for all the info i can give you right now, it's 3 in the morning, i've been writing this for 30 minutes im dead lol
I hope this helps you make your choice ! Also don't forget you have a refund function under 2 hours of playing and 2 weeks of owning the game, if it can help you make a choice.
EDIT : I personally like Lethal more than Repo, even if lethal is, as of now, not being updated anymore, and even if it might not be updated anymore, i had lots of fun for the price, i am happy with what i bought :)
it doesnt take me playing a game to literally call it out for being what it is, even back then i never stated it couldnt be a fun game
but just because its a fun game that has its own twists on lethal doesnt mean the entire concept is just lethal company thrown in with content warning physics
unless you can somehow convince me that wasnt what that games studio was going for i wont change my mind about that

im calling it a clone because to me it looks like some souless game made by some indie dev studio that wanted to copy off lethals (or the creation of the extraction horror genera) success
my view has absalutly nothing to do with the gameplay, but even tho i said the gameplay seems okay i guess thats somehow not obvious to people?
just how in the ♥♥♥♥ you can claim something about a game that is severly based on gameplay and then say that gameplay has nothing to do with your "view" of it?
you cant claim this without playing it or researching about it, its literaly just assumptions and talk out of ass.
you called it a ripoff, but even disregarding that, as The Fountaineer already said, REPO only shares a genre with LC.
