was able to do it in MHR where i downloaded a mod to enable 60fps cutscenes
its not the BIGGEST DEAL but its just a weird thing
Like movies being 24fps. It's to make it cinematic.
It's a cutscene (a movie) so I don't see the problem at all. You're not playing during cutscenes.
I just hope they had the decency to at least convert the final render to 60FPS after, or have a video player with motion interpolation that converts videos to higher FPS by generating intermediate frames between existing frames in the video.
It's not artistic vision, even movies in 24 fps are not artistic vision, it's just technical limitations since 60 fps would take way too much space for movies, especially in 4k.
There is nothing artistic or pleasing with something lacking of fluidity.
