You have to be level 80 in the canon of vengeance. Then talk to the lady in the Tokyo Diet building lobby (the one in the netherrealm, not tokyo) and she will give you the essence.

dont think level is important but just story controlled. but as Xelane wrote its cov only. you can get the base when you merge with the director. the mefium one when you reach empyrion and the ultimate when you can enter the last dungeon (each time he wants to talk in the hangout is when the essence is collectable). but you need to go to the diet lobby for each time to get it

Not really. Paraselene Blur is just a foolproof way to chew through his enormous Vitality. The fight is perfectly doable without it, but you must be extra careful and patient.
