Update: According to the following link, you need to do **** in the Vengeance route to unlock Godborn difficulty.. and if you do a prerequisite in Vengeance, also unlocks **** in Creation. But the former requires the Creation True Neutral End first..

Route order with no name spoilers Creation True Neutral -> Vengeance with superboss clear and prereq done for next run -> Godborn Creation with newly enhanced superboss and any normal ending to unlock the second-last fusion

Route order with new content spoiler namesCreation True Neutral -> Vengeance with Satan boss fight and prereq -> Godborn Creation with True Masakado and any lucifer ending to unlock Lucifer fusion

3 playthroughs minimum just to fuse Satan.

New extra content in each route requires the other route to be completed. (need to pick up and give an item in Vengeance for Creation unlock)

According to this new information, yes.

Especially considering there's mentions of some Creation stuff happening in the background during Vengeance.

Vanilla superboss Shiva quest is apparently available in both routes?? Don't quote me on that.

We know for sure (new Creation endgame)Masakado is a new superboss in Creation, needed for the other new stuff and apparently True Neutral alignment.

Story I don't believe received anything beyond that, I didn't look into it. But things like new sidequests and the rope traveling are in both routes most likely.

So the best way to get everything (not being op in ng+) is: creation into (newborn) vengeance? I guess the new option godborn is also a choice if you want

I don't like when they do this.
Why does it have this restriction? The game is around 70 hours long and some people already played the original and just want to go for the new content.

Why not just loading the save file before the last boss lets you access this optional one?
In Persona 5 Royal and Persona 3 Remake you can fight the optional bosses on your first playthrough.

At least we can still fight the Demi-fiend on our first run.
