They would have to do more work, by a fairly large margin. But I understand people don't ever believe games take work. Or that adding new views and supporting them require effort and design. Just look how bad First person games look from 3rd person. It's the same for cockpit view.
if they don't design the interiors at a very high quality, its terrible. Also you have to take into account how effects look, how it changes camera controls, and information the player has about cops and all that.
And frankly for NFS, you don't want to be in the cockpit with cops chasing you, and the devs know it. And they probably wouldn't support triple-head, which would effectively be a requirement for a lot of people who do use cockpit view.
Easy, eeehhh, maybe. But it's not a trivial amount of work. It is a lot of "easy" work. All that work cost money, all that work needs to be supported in every car, with all the upgrades, and any features the game has, for the life of the product.
Cockpit view also requires alot of changes, its not just a cam angle you add in and have happy people.
They would first need to flesh out the entire interior of any car and make the graphics up on pair with the rest of the game. Next to that you would need the clothing and arms to be visible aswell.
Then they need to redesign the whole screenshake of Unbound, you cant even drive properly with the engine hood camera, as there is tons of screenshake that makes it next to impossible to keep sight of the track and for what exactly? It would add zero value to the gameplay as of right now.
Unbound has much bigger issues that would make you stop playing it anyways, than the pure lack of the cockpit view.
What concerns me is that theyve cut out these things that would require so much additional work but yet came up with alot less and far below expectations.
Like theres no AI Racers in the world, no cops, no day/night cycle, no random AI that is racing in the city, the driving handling isnt what it should be, the drifting is useless content as of right now...
Personally i wouldnt wonder if the game sold below expectations and Criterion is the next Studio to be closed. After Unbound i came in touch with Heat and im asking myself what Criterion has done exactly in Unbound apart from Copy & Paste the majority? Both games are very similar, just the big difference is that Heat has got some amazing Mods that fixes the poop work of Ghost Games, Unbound does not and by default has alot less in its basegame, as mentioned above.

Of course more difficult to drive but from time to time real fun
They couldn't care less about that, Unbound is a racing game made for people who hate racing games. It's the Halo 4 of the racing genre.
Dashboard View without wheel etc would better to realize and for me anyway is the better choice than cockpit view in any game.
With dashboard view You got the immersion sitting in the car but a good view like hood view too
