TL;DR: Basically yes.
1) The workshop only gives a limited amount of upload space.
2) It also will only allow certain file types to be uploaded in certain categories. Rigging scripts, for example, have to be uploaded separately to the models that use them. Some file types can't be uploaded at all (for example, if you want to provide the original pre-compiled files the model was made from, or useful programs).
3) On a similar note, the workshop uploading tool can be a complete pain.
4) The end user also doesn't get to choose their install location unless they put in a lot of effort (and as Zappy says, it's nice to be able to organise them by category).
5) It may be that they were, but they got removed from the workshop by a copyright claim.
6) The author may simply not want to have to bother about uploading in two places.
We can't absolutely promise that those things won't happen (a malicious uploader would certainly be possible), but if you mess up your SFM by downloading things from SFMLab, it's more likely to be something you've done wrong rather than deliberate malice.
Absolutely. Why do you think they put the models out there? For people to use. If you want to sweeten it though, you can credit the modelers in your work.
It’s not a big deal with NSFW stuff there. You can only see them if you have the account there with “show nsfw content” enabled on the account profile.
Regardless, SFMLab is fine and highly recommended to get more SFM content the workshop can’t offer.
That's funny, because the NSFW is exactly why I might point some other people there.
