If I go to Crowbar's Steam group's front page, click "DOWNLOAD Crowbar" (yes, it's upper-case on the page itself, I'm not just adding that for effect here), click "Crowbar_2017-07-23_0.44.7z", and download that, I get a 7-Zip archive that WinRAR shows contains "Crowbar.exe" and "Data/Crowbar Settings.xml".

So, are you sure you're downloading the right thing, and are you sure you're opening it with 7-Zip or WinRAR?

While Google correctly says the file cannot be previewed, it does not mean it can't be downloaded.

what is the content of the text file?

and... just trying. that took some tries. the download server is wether busy or it's a syncronizing issue. i dunno where the the storage is i finally got it from.

The file from that link works fine, and does not provide a text file. (Do not attempt to "Save As", just click the Download button).

However, as far as I recall, there are three other mirrors for Crowbar you can choose from. You have a lot of choices.

Are you clicking the blue "Download" button in the middle, or are you choosing one of those "Anyfile Notepad" options? (You should click the "Download" button.)

I clicked the blue button, I'll record what happens

Here's the video:

I am unable to read two things I have to see to be sure I'm right about this because you recorded it with a camera, but from what I can tell, you might just have set Notepad++ to be the default program for opening .7z files. So try to manually open the file with 7-Zip or WinRAR.

yep. as much as i can see... it is the correct file size and you saved it a 7z. in the first line there should be a "7z" to make sure. so... your file association is just wrong.
