It's looking like if you don't unlock EVERYTHING before then, you'll be left with an incomplete offline version.

Contact support. The founders pack can very much be viewed as a "season pass" and steam recently put in a policy that makes it so devs can't promise things in a season pass without delivering them, they promised 30 characters and didn't deliver that many. If you can get an actual person to read your support ticket they should refund you.
