Thank you for taking the time to answer. However, I'm not entirely sure we are on the same page, I apologize if my question is confused. I'll try to make it clearer :
What you describe seemingly refers to creating a NG+ profile from a cleared NG saved.
My question is, will I be able to create a NG++ profile using my cleared NG+ once I'm done with my second playthrough?

You can stack as many NG+ runs as you want but I personally see zero replay value once you finish a 100% NG run with all DLC and then do NG+ on Ultimate focusing only on the main story.
I somewhat agree. Nothing else to unlock as far as achievements go but at least you can keep leveling up.
Even then what does it benefit you with just 1 HP gain per level and 1% melee damage... nothing when you have kinda saturated.
What I would have liked to see is the use of the extra tokens in the DLCs or in NG+ to buy some more suits or unlock more mods/gadget upgrades which had a much higher cost... see my token haul at the end of my NG run (no challenge or base was repeated but I did reload my manual save made before each challenge in case I didn't achieve an Ultimate rank)

I had fun replaying the game because I loved the gameplay, but it was very disappointing difficulty-wise
