My first time hearing about that too recently
This is just speculation, but I think once you unlock Richter and head across the map towards where Dracula’s boss room would be, you get to fight him, and maybe have the iconic dialogue exchange between the 2.
I haven’t done this yet but that’s my guess, plus one of the challenges eludes to this fact. Weather or not you can unlock Dracula after this possible circumstance is also a mystery.
Death and Dracula are in the banner art so, maybe they’re unlockable characters to some capacity somehow, I’m not sure but I’d be all for it
