No, the ''bug'' (its not a bug, its a feature) is that when you arent using Graphics Preset: Epic, it will apply a 50% resolution scaling which FSR overwrites since it uses its own scaling.
The value is set in the config file for the game, and I think you can change it and set to read only but I havent tried the method myself. But for most people its better to use FSR Quality since performance is bad..
