Try this Engine INI tweak mod form Nexus Mods.
So to star I have an RTX 4070ti with a Ryzen 7 5800x3d cpu with 32 gb of ram. First thing i did was install process lasso and make sure the game is set to high priority (dont know if it works), then I installed this engine tweak from nexus mods (link below), the in the steam settings i added "-USEALLAVAILABLECORES" no quotes in the start up commands. Sorry my insructions might now be great, i am a bit drunk. It was a long work day. Anyways i would like to know how this engine tweak works for yall. Just follow the instructions on the page.

ok i actually did some benchmark testing on this and lost about 5-10 fps. The only thing that actually works that i've tested is to manually enable rebar for the game.

OK so i tested the game with and without the tweak. Without the tweak, my frame rat was fluctuating a lot between 50 and 75 fps. With however, it stayed mostly between 70 fps give or take. it felt more stable. This was before o force ReBar on. Acts the same with and without the tweak with ReBar on. I forced it through NVIDIA profile inspector. I wonder what is causing the difference for others. Anyways i am going to continue using the tweak until a patch or something better. I still want to know how everyone else experiences it thoug.
