Near as I can tell, no one on the 4000 series cards are reporting good performance, and it seems like the older generation cards have much better performance.
Reach Coruscant final boss, and the fist time you load into Mantis. I wonder if you have loading issues there. For me its oka, not great but playable.
Yeah I have a 3060 and I’m running 60 or more fps on high (did have stuttering during intro but it’s smoothed out)

I get about 80 - 90 fps at the very starting section of the game. But the stutters make this game seem more like 60 or 40. It feels pretty rough and you can put the settings to low and it does nothing to the frame rate.

Edit: I have RTX3060 and run very ♥♥♥♥ at the beginning area, but runs smoothly in Kobo.
You are using FSR, and at balanced no less. And you are running at a medium resolution not 4k. Even if you do have RT on. Yet you are only getting 60-70 fps with a 3080ti.

You are what, rendering your internal resolution at 720p or something?
btw. I am using a computer with much lower specs than everyone commented above me and have no FPS problems whatsoever even while using high graphics settings.
