I think there is a hidden obedience stat that control his willingness to torture himself and allow abuse from you. Its part of why if you spur him on too many times he'll throw you on the ground.

How do I fix it? Can I eat the horseman potion? The thing that will throw me to the ground happens when I press the shift key repeatedly, but in this case I only press it once and it doesn't accelerate even though the horse's stamina is full.

Don't worry about the racing stage of the competition. He's too good. I think the game wants you to have to do the third challenge because of how easy it should be for you if you have the right equipment to guarantee success. You winning that one has a greater impact on the Voivode than winning the first two ever could.

No, this isn't a horse race, it's a SPEAK OF THE DEVIL quest that in the beginning of region 2 seems to just be about following an NPC to the Dry Devil's location on horseback, the problem is when the NPC starts accelerating his horse while I can't, and the game throws a game over for not following his horse properly.

Check your horse's inventory. Might be maxed out or slightly over capacity. It'll refuse to speed up at all.
