I ordered KCD2 first day on steam. But is The Lion’s Crest bonus quest is a new promotion? Or I already have it since I bought the game 4 month ago?

I can confirm it is not new, and you will get it with your preorder.

Going by KCD1 the answerwill be yes, you can still buy the backer DLC.

Warhorse armour was a bonus dlc for preordering. They made it available as a extra dlc for those that didnt preorder. So had to buy it separately.
This will be similar to the bonus armour in kcd2

Thise that preordered get the armour from day 1
Thoise that didnt (even refunded) wil have to buy it as a dlc after release
