Be sure to right-click and download the entire folder, or to make a folder with the name Bypass Windows Check to place the two files in. And, just so I don't have to address this later if someone needs to know, the mod's installation path should be as follows:
When installed on your computer's hard drive: BRANDNAME (C:)>Program Files (86x)>Steam>steamapps>common>Hatsune Miku Project DIVA Mega Mix Plus>mods
When installed on an external hard drive: BRANDNAME (D:)>SteamLibrary>steamapps>common>Hatsune Miku Project DIVA Mega Mix Plus>mods
If there is no mods folder, either make one yourself or, if you don't wanna do what I do and second guess yourself when you make it on your own even though you damn well know you're not doing anything incorrectly, download the Diva Mod Loader from Gamebanana and install any mod through it, that should create the folder if it isn't there.
NOTE: Just gonna be clear, I am not the person who made this mod obviously, so if this doesn't work then there's nothing else I can do to help. Just wanted to throw out my weird solution. Also, I do not have this game on my PC's hard drive, just the external hard drive, so if there's any inconsistency with the file path that's why.
At the moment, the installer is only updated to 22.8.9:

In my case, Steam shows the game running for about a second, then shows it stopping. And then performs a cloud sync. No window or anything showing up at all.
Well, ain't that interesting. Apparantly, it's microsoft's fault!
Trying to open the game from it's own exe file without steam gives the mfplat.dll missing error. Looking it up, it seems to be related to the limited features in N versions of windows. So yeah, looking into it further and hoping to find a solution.
So yeah, it's a Windows Media Features Pack (hereafter called WMFP) issue. Specifically that it wasn't installed on my PC.
For those that have a similar issue, installing it may be easy, or a hell. It depends on your version of Windows. Because yes, there are multiple versions of Windows 10.
To check which one you have installed, open the start menu and type "winver", then run the command.
If the version does not say 21h2, your fine to just follow Microsoft's normal instructions: Microsoft WMFP version page[support.microsoft.com]
If it does say 21h2, MegafailMicrosoft's instructions may fail you. If you can't find the "Media Feature Pack" in your "Add Optional Features" list, you'll need to pull out some commandprompt skills.

Right, that is a bit annoying. They should probably do something about that.
