If torture is important, I think Evil Within might beat it.
If you mean fear/scares, I think they're both equal.
Second, Evil Within is good, but you can't really compare the two.
Dead Space is a literal mix of System Shock (or Bioshock, because you might be too young to know what System Shock is) and Resident Evil. It contains a rehashed story of System Shock, which is today known as one of the best video game horror stories, and vastly improved Resident Evil 4-like gameplay.
Evil Within is a callback from the Resident Evil original developer, and brings you a 'spooky experience' that kind of succeeds and fails. Gore-wise, the games are about the same, though as I know, Evil Witihin's gore is more like realistic blood paste. It has Resident Evil 4 gameplay, though it's only as good as Resident Evil 4 gameplay. Rarely any improvement, and aiming get rediculously hard sometimes. The story is very incoherent, and from what I hear, drags on to 20+ hours. Most people say they want to be done by ~10 hours.
For an awesome story, better gameplay, cool upgrades, some legitimate fear, and a series that spans 3 games; Dead Space.
For a throwback to Resident Evil 4 with a worse story, a game that drags on, occassional spook, and some realistic gore, The Evil Within.
I was way more nervous in TEW. Due to a fact that TEW has heavy emphasis on stealth, things might not go so smoothly even if enemy casually walks around corner. Before simply shooting it in the head, you need to make sure you are prepared to deal with consequences.
Dead space in a nutshell is a jump scare type game. Little psychological aspect , more reliant on visuals and necromorphs jumping out of nowhere for horror. Also the gameplay is linear with very little backtracking , gameplay stays the same throughout the entire game unlike evil within which is like s roller coaster. It's a very good game don't get me wrong , if you want a straightforward experience and don't mind jump scares.
Evil within in summary is hard to explain because it's odd . The first chapter takes place in a very linear and stealth based map , second chapter the map opens up more making you use the environment to strategize and plan ways to rid of enemies , still heavy stealth , by the fourth chapter things take a turn , it bleeds into resident evil 5 like gameplay wher stealth is no longer the option , the maps are fully open and it's more action now, and in the last chapters so much action you'll be facing hordes of enemies . The game "evolves" as you go on , it doesn't have a stable solid identity like dead space. Even the maps are completely different , most people say things feel disconnected with poor pacing ( but I myself like it) . But other points to say, it relies on both visual and psychological elements for horror , no jump scares , it's more twisted . Gameplay again is survival horror , but more variety than dead space in a way that you can craft and set traps and use the environment objects to kill enemies and there's the option for stealth , more compared to dead space which is really just blasting necros till the end.

I've only played the demo of Evil Within, but the demo was SO BAD, that I could NOT actually play it. It is one of the worst ports I have ever seen. Sure, Dead Space has problems with aiming, but at least you can RUN the dang thing.
You know it sucks that Evil Within has problems on some systems because after Chapter 3 it actually becomes a good game. I was one of the fortunate ones not to have any issues with running it. But I have to use FlawlessWidescreen to get a higher Field of View since its too narrow originally. Overall though my experience with it was great, I love the style they went for and how they executed everything.
It sucks that they choose to demo Chapter 1-3 because that's where it doesn't shine. The first chapter is very linear stealth, chapter two and three the maps open up a bit more but still really stealth heavy. It doesn't represent what the game is, not at all and people just get steered away from the game. After about chapter 5 the gameplay dynamic actually changes to open maps, more tactical maneuvering needed to set traps for enemies and heavy ammo management, it really becomes a true survival horror game. Then later chapters you will start facing hordes of enemies as the game climaxes into the ending. Not to mention the boss fights are very cool, they are all unique in nature and set up very well, reminds me of Metal Gear Solid boss fights too, without all the crazy action.
Shame really.
