A.) Alt tabbing out and then clicking on the game icon on your taskbar
B.)It almost sounds like the game is starting in a window but you can't get into the game, try adding -fullscreen in the command line arguments, click on the game in your library, click the i button next to play, go to game properties and add the command line, not sure if that works for the game but if it is starting in a window, maybe it will force it to fullscreen.
These are just suggestions to try if you already haven't and are in no way guaranteed to work.
open the settings.txt file, see if fullscreen is true there, you can also edit some of the settings directly from this file.

Also, tried running the game directly from the eve. Again, no effect.
Even tried reinstalling it directly from my retail disc and playing it without Origin. But, even through that install, when started... it starts up Origin and loads that version.
EDIT: Game is coming up Fullscreen. In the settings.cfg file, it's fullscreen = true.
Disabling all four HID-compliant devices in the Device Manager fixed the issue. With those disabled I was able to turn off the overlay in Origin.
This allowed me to get past the title screen, and got rid of the double mouse cursor problem.
Only functionality I lost was the music controls on my Saitek Eclipse II keyboard.
I'm going to test a bit more, see if it's just one, or a combination of a few that are causing the issue.
