You mean the first puzzle, shortly after acquiring of the Stasis module?

The key is to use Stasis on the second mechanical arm after deploying it. That arm is damaged and will retract as soon as it reaches the target. The point is to Stasis it when it holds the target, to buy one some time. Having done that, you need to go to the main console and initiate the device.
