Follow advices from this guy to fix it all. He encounters same bugs and fixes them by downloading fix and turning off v sync.
1. Disable v-sync in the game
2. Force V-sync in Nvidia panel on your PC.
That will cap framerate but without bugs from in game v-sync,
Sadly the only solution is V-sync. 99% of devs are lazy and they put forced 60fps lock into V-sync. In reality ALL games shouls have separate setting for FPS and v-sync.
in-game vsync was disabled already as it caused terrible input lag
went to nvidia control panel and forced frame cap to 60 (instead of forcing vsync from nvidia)
game is now playable :D
