Make an outpost of venus with nickel and cobalt deposits. Build as many extractors as you can and most important build as many storage containers as you can. Put a worbench and craft all isocentered magnets you can (select 99 and spam left click/E on PC) . Sleep 24 hours and repeat. Afaik nothing beats that
I tend to just play the game at my own pace though, xp comes along in good time.
If you're into the headless chicken mmo grind type of levelling, find a lush planet, run around killing things. Also you get a fairly large amount of XP (100something I think) every time you bring Donna a coffee. Space battles, like ground combat, also get you a lot of points. But encounters are more spotty.
