Edit: No I can't reproduce it in my game, with an xbox controller and I guess the normal steam input set-up. Weapons rotate freely without stutter. In case useful I have no in-game overlays enabled (steam, xbox, nvidia etc) and nvidia reflex is enabled.
When I switched it off, your controller issue appeared. Exactly as you describe, when rotating a weapon with a controller it hitches for a second, and stops part way through rotation. Mouse works as normal.
If it's the sort of problem it looks like, whether it happens with sync on/off might depend on your rig (and possibly other things, but let's not go there for now)
So the 64,000 dollar question: Does it still happen when you toggle vsync in display settings?
You sir are correct it's a Vsync issue with the update.
Turn off frame gen and enable vsync, and the items will rotate again. If you turn vsync off, you can't rotate the items.
I played all max settings with a 4090 on DLAA with frame gen and no Vsync. Seems the update borked it and now if I use frame gen then I can not rotate weapons in the menu but I can any other items.
This is with an xbox or PS5 dual sense. This never occurred prior to the shattered space beta and full release. Tried a Dual sense, xbox elite 2 and Regular Series X controller and like a user above a starfield edition controller the issue exists no matter what if vsync is off.
As some users say they don't have the issue I bet its a big mess of tolerance stacking between the vsync implementation, what version of frame gen is in the game now and the current nvidia driver version.
I may test out dropping different versions of the DLSS-G files in the game folder and replacing the one Bethesda provides and see if it's an error related to all vsync and frame gen versions or just this latest version of frame gen with the vsync.

I too run with maxed out settings and DLAA, but no frame gen, and was able to reproduce your issue by just toggling in-game vsync.
It loaded a page that said pretty print at the top and had a box I could check followed by {"platform":{"code":5000,"message":"Missing Mandatory Parameters"}}
EDIT: Nope still broken, the page loads now but the submit button stays greyed out even with everything filed out correctly. Bethesda must be having server issues.
