Okay, they just say they use the character creator to make all the characters in the game.

If you want to see how this works. Open the Console and type Help Bandit or Help Gunner and you will see a list of Actors (and other things with the keyword in them). Everyone of those actors is a Template type and can be spawned if the list has them in it.
I expect the same here.
I don't think Procedurally generateing the NPCs works out because if you add the Cosmetics (Makeup and Different Colors Make up) you get weird results. Green Hair, Purple Eye Shadow and Creme colored Lipstic. Its just too freaky. Easier to just do the Templates.
