Oh, wait. I read your post wrong. The city is gone. I have seen that before. Have you verified your game files?
Make sure there are no unupdated mods that could be affecting it (disable if there are.) Delete pipeline.cache located in C:\Users\[Your User Name]\AppData\Local\Starfield then verify files via Steam. If it persists, attempt to load a significantly earlier save too.
Beyond that, I got nothin'. Other than a horrible pun in the form of Paradiso Lost.
Found out it's either Starfeild Community Patch or The Unofficial Patch or both, not sure if you have em installed.

You should both try to let the author know so it can be fixed and won't impact others. It's a widely used mod so I expect they'll want to fix it if possible if you let them know.
I ask because I just updated today and installed the USFP 1.04 (and my other mods needing updating) and visited Porrima and triggered the Report to Security guy quest (I avoided it earlier in my play by getting a quest directly to Red Mile) and had no issues.
Please note I am not saying your experiences are false, Just looking for the actual cause.
If you had a mod dependant on USFP and Disabled just USFP it might be affecting or causing a misread on the situation. Its another avenue of investigation.
Also how old is the save itself.
If its older than May Is this the first time playing since they reworked the Meshes and Texture pathing around that time?
So will using .esp files, so if any of you are doing that, you need to get rid of those mods. They are broken. Starfield is not designed to use regular .esp files for gameplay. Those are ONLY for development work in the CK.
Without the .esp it's smooth sailing for them with USFP now. 👍🏻
