You have to have completed One Small Step. Then jump to any orbit of a planet not connected to any other quest you have currently, and you'll receive a distress call.

There's no level requirement, but they recommend being level 35 or higher.

fly to a system that dosnt give you an encounter , then you will receive a distress call, if theres bandits around or any other encounter , then fly to another planet or system until youre alone.

just so you're aware, it takes a bit for the game to register the expansion. I played for like 10 minutes before I got an in-game message saying it was installed and ready to play.
