But Shattered Space has to be loaded with content and exciting story line quests, important decisions, new weapons, new companions maybe, very new map locations. The game is desperate for content
Shattered Space is primarily a story expansion. Not really a gameplay expansion.
By "saving" do you mean resurrect both sales numbers, or playercounts, or both? I don't think anything short of a total upgrade (the same way NMS and Cyberpunk have gone through) would be sufficient. A DLC with another planet and story elements just doesn't touch enough systems to significantly alter the base gameplay, such that the game's entertainment and immersive factors would improve to where today's gamers expect them.
And you CAN'T sell something like a total upgrade of base systems, since people already paid for those systems by purchasing the vanilla game. We know Bethesda hates to do work without being paid for it, so the chances of a NMS/Cyberpunk re-do is slim-to-none.
tldr; Not gonna happen, certainly not with a DLC, and never see a rewrite unless it's an "Anniversary edition" ~5 years from now re-released for new purchase.

Yea nobody is surprised. Both Todd Howard and Tim Lamb have talked about how they "hope" they can continue supporting Starfield. Their future plans will be decided by how many purchase Shattered Space
If you're someone who doesn't enjoy the base game, it's still additive, not transformational, in the same ways things like Far Harbor and Shivering Isles were additive and not transformational for past Bethesda games.
