This Creation Kit is a nightmare.
I have a 4070RTX and 32GB RAM in my system, and I cannot even mod New Atlantis. The CK is a slide show that eventually crashes when I so much as load the world space. And Akila is not far behind.
New lands a are a nightmare. Terrain Deformation is not saving properly. And making them requires ridiculous system specs.
And then there's the fact that at 100 mods, you are maxed. Bethesda CLAIMS you can have thousands of small masters. But they are lying (again). Around about 100 ESM files loaded, your game will cease rendering things and crash.
This sounds like a marketing account. The reality is that this CK is the most demanding kit Bethesda have ever released. The number of people who will have the system specs to make large land masses and mod cities are relatively few. And the game has to keep the interest of those folks, whose system specs are such, they can play actual, quality modern games instead. Which is a problem, because Bethesda cannot be bothered to release quality content.
To be honest, if you look at the Nexus releases, it seems like modding for Starfield is already drying up. Releases are few, and mostly tweaks of existing stuff or visual replacers. I would not get my hopes up.

Game runs smooth with no stuttering freezing or crashing issues for the past 2,200 hours of which the first 2,000 hours were vanilla. Currently running 91 mods (76 plugins). I'll never understand why some have such deep issues with those who enjoy this game but that's the world we now live in.
You can actually polish a turd, I saw it on MythBusters. And it happens with games as well. Alien Colonial Marines, for example, was an incredibly poorly received game that got remarkably better because of modders.
